Joyce Gaufin has a broad background in public health serving as a leader in local, state, and national programs and organizations. She is the Executive Director of the Great Basin Public Health Leadership Institute; she previously worked for the Utah Department of Health. Her career has focused on workforce training, organizational assessment and development, and quality improvement. Her areas of expertise include management and leadership training, strategic planning, team building, board training/development, and emergency preparedness/planning.
Joyce is a life-time member and former President of the Utah Public Health Association. She is also a member of the Nevada Public Health Association. She has been an active leader within the Health Administration Section (HAS) of the American Public Health Association (APHA), serving as Chairperson (2003), Program Planner, and Governing Councilor. She is a past Chairperson for the Intersectional Council (ISC) for APHA, and served on the APHA Executive Board (ex officio). She currently serves on the APHA Education Board, and has previously served on TFAIR, “The Nation’s Health” Advisory Committee, and the Katrina Task Force. As ISC Chair, Joyce provided leadership to help strengthen the working relationship between the ISC and Committee on Affiliates (CoA). As a leader in both APHA and her affiliate organizations, Joyce has developed a broad understanding of the cross-cutting interests of diverse organizational elements and constituencies.
Joyce is currently co-editing a book on essential public health practice skills with Dr. Barry Levy. She is a frequent guest speaker for state, regional and national conferences on topics of leadership and workforce development in both practice and academic settings. Joyce received her BS in Sociology from Westminster College in Salt Lake City (Summa Cum Laude). Joyce is a graduate of the National Public Health Leadership Institute (NPHLI).
Joyce received the Theodore Bruce Beatty Award from UPHA in 1994 for distinguished service in the field of public health, the highest award presented by this organization. She received an award from the Utah Medical Association for her leadership in the creation of the Utah Health Care Professions/Public Health Initiative. She received the Health Administration Section Chairperson’s Award in 2000. Joyce served as Chairperson of the National Public Health Leadership Development Network (NLN), and was appointed to the NLN Balderson Leadership Council in 2009.
