Candidate Statement
I have worked in global public health since 1981, first as a District Medical Officer in Zimbabwe, Africa, then as a Regional Director of Health in Saskatchewan, Canada. In addition I have many years of experience as a consultant, researcher, and educator in public health. My primary focus has always been how to provide more equitable health care through improving access to, and quality of health services by strengthening the institutions and systems tasked with improving public health. I am currently a Clinical Associate Professor of International Health at Boston University School of Public Health and at the BU Center for Global Health and Development. I am also a member of the Massachusetts State Affiliate.
As a member of the ISC I would like to help facilitate the larger debate about what works and what does not work in public health by bringing my multi-country experience to the table. I see the world of development and global health too often functioning as a one-way street from the US to other countries, and I would like to help show the relevance of the experience and successes in other nations to our own domestic debates. By working through and with the ISC I hope that I could contribute to effective communication between sections and strong links with State Affiliates and in setting common policy and advocacy goals.

I have conducted health policy research, focusing on disability and aging issues, for the past 22 years, first through my work at the Centers for Medicare and Medicaid Services and most recently as a faculty member at the University of Maryland, Baltimore County, which I joined in 1998. My research interests are focused on chronic disease, disability, and long term care, with particular concerns toward access to care. I have published a number of studies related to states’ provision of community-based long-term care to individuals with disabilities. Currently I am examining health care disparities in access and use of health care services among adults with disabilities.
I am active member of the Aging & Public Health (A&PH) Section of APHA, which I joined in 1990. I have held positions as Program Chair, Awards Chair and am currently serving as Past Chair of A&PH. I am the PI on a grant to APHA from the Retirement Research Foundation to support student research awards for A&PH. As a member of A&PH and APHA, I am committed to the development of the future leaders of aging and public health. I have also sought to create a more diverse leadership within my Section. As a member of the ISC, I would seek to carry these concerns forward. I also see membership on the ISC as an opportunity to continue to foster best practices among Sections, so as to strengthen our capacity to effectively contribute to a range of critical public health issues.

Candidate Statement
My professional education is in nursing, community and public health systems improvement, leadership and management. Currently I am a Health Services Administrator with the Department of Public Health – Seattle and King County. My areas of expertise include operations management, strategic planning, program and policy development/implementation/evaluation, and facilitating and leading work teams. In addition, I am engaged in organization work to address institutional racism, and workforce development related to health equity and social justice. I bring a diverse life experience that encompasses leadership in healthcare and in the community, the ability to see the “big picture”, skills as a strong listener and thoughtful decision-maker.
I believe an important role of the ISC Steering Committee is to bridge the gap between sections and the “organizational” APHA and would work to accomplish this. As a member of the ISC Steering Committee I would draw upon my skills and expertise to promote and lead a collaborative ISC strategic plan that reflects the priorities of the sections within APHA. I would seek to engage all ISC members in actively addressing the issues brought forth and to problem-solve these impacts on sections and our members. In addition, I would promote and seek to develop more opportunities for collaboration and involvement among ISC members and our respective sections.
