What: A talk on the growing problem of Americans' lack of access to health care in the context of financial trends in health insurance, such as health savings funds, and possible solutions, including the creation of a national health insurance program.

Background: Dr. Tsou, who became APHA president in 2004, previously served as health commissioner of the city of Philadelphia and the founding medical director/deputy for personal health services at the Montgomery County Health Department in Norristown, PA. He is on the adjunct faculty of the University of Pennsylvania and Drexel University School of Public Health. In 2005, he was a visiting lecturer at Princeton University's Woodrow Wilson School for International and Public Affairs.
